Government and NGO's, yes. They actually rake in MILLIONS from foreign government grants in countries they have no office or business in because they file as an "educational" non-profit. *"Look, we have an app translate our articles into [your language]. Therefore, we serve the people of [your country]. Give us your tax money!"*

The whole company is organized to find some means or way of extracting tax dollars from every government on the planet!
