No one lived in Europe until the tribes of Dan, Levi and Zebulon went there after Exodus but before Jesus. They became the Greeks, Romans, Celts, Norse ect., which is what Paul's purpose was for: to remind them that they are still Israelites and eligible for salvation even though Jesus appeared in Israel. It certainly never applied to non-Whites, which is why Paul and the other Apostles only went to White nations. Don't forget "Ethiopia" is literally ancient Greek for White, sun burnt face. All of Northern Africa and the Middle East was White before we migrated through the Caucasus Mountains for Europe from Israel just as the Assyrian Tablets and Behistun Rock confirms.
