there are a lot of apartment, condo, and even co-op buildings in DC proper where the building controls all AC in the building. you MIGHT have a thermostat in your unit, but they do exactly this... the heat is limited to 68 in the winter and the AC is limited to 75 the rest of the year.
and there's no incentive to fix this shit in any existing buildings that already have this because rent controls are nuts. only new builds have proper AC/heat, and the only way for a developer to get a deal is to pay off the city council.
