He didn't need their names, he could have pardoned everyone present who did not comit acts of violence onto other people at the Capitol on J6. ( There is precedent, like Carter doing a mass pardon of all Vietnam war draft dodgers, as a class of people, no names needed ).
I could excuse that due to not knowing the Deep State would go apeshit on anyone who set foot there, ( even a granny just walking in and leaving an unguarded, open area with zero violence nearby ), and wanting normal prosecutions to take place. In retrospect, how naïve woud someone to believe the Deep State would have basic respect for people.
He did pardon them when he retook office.
