Some bureaucrat sees an opportunity to contort the purpose of their power to push a high-status cause (anti-white-ism, in this case). Thereby, this beuraucrat will ingratiate itself to higher society, and so gain access to opportunities at higher levels of power. Of course it doesn't save the birds, but people from whom the bureaucrat has something to gain don't care about saving the birds. This is an intelligent choice, which hurts us but helps the person making it.
