1. It may be for optics, as to show how persecuted they are, increasing their credibility. These are feckless actions that boil down to minor wastes of time. They do what? Inconvenience them for a day or two? Do you know what the government would do with real dissidents? Raid them, arrest them for pedophilia, tax evasion, holocaust denial, hatespeech or whatever, or just shoot them as they pretend the "situation got out of control."
2. They may not be fully controlled, so there is a factor of uncertainty. Similar to how Trump wasn't considered a worthy shabbos goy until before his 2nd term, where he created NFTs and crypto currencies to rugpull his own base. With that act of treason, he proved himself to the jew. Touching the wall and kissing their feet wasn't enough - although necessary.
