When people stop worrying about everyone else being a fed and just meet up and protect each other. If you have enough people you can topple any institution that would stand against you. Their headquarters are known places easily located and dispatched. The people can meet anywhere and be anyone. Above all else, you must finally be willing to strike in retaliation if not make the first strike.
