It's hard to know exactly but the actual mainstream historical consensus seems to lean towards the fire being set by the Communists. The Reichstag Fire being portrayed as a false flag was actually quickly spread by British and other media shortly after the event, and that narrative stuck in the public record. But even Wikipedia says it was likely a legit attack, albeit one that Hitler capitalized on to crack down.
