I would argue anyone who seeks to raise the State above the Church (which Napoleon absolutely tried to do, before he got trounced by Russia) has a God-Complex, even if they claim to be an Atheist.
The State and Emperor is why the Church existed, instead of a series of factions at war with each others.
The revolution and Republican overthrowing the aristocracy didn't happen in a vacuum, if he saw the Church of his days as a poor co-custodian of the Empire then that certainly wasn't mere ego anymore than mere jealously leading to major pogroms.
