Natural born subversives….
They instinctively know that a homogeneous population will notice them and the subversive plots they’re involved in, they know that leads to expulsion, but they’ve adapted and decided to flood homogeneous host populations with other problem outsiders who will never assimilate the host’s values just like the j’ws won’t, which gives their subversive ops the cover they need to go untouched for long enough to do maximum damage. I know it’s instinctive behavior, but I wouldn’t doubt they’ve honed those instincts into a semi rigid process they know works best, like first they use their criminal syndicate’s profits to bribe and blackmail politicians with some of the profits they’ve made illegally, until they have enough politicians under their control to usher in millions of outsiders who will be a more noticeable criminal threat than j’ws will be, while they rig the government to give the outsiders some level of amnesty no matter the crimes they commit, thus inflaming the host population with rage toward the new outsiders, giving j’ws the cover they need to subvert everything while not being noticed by the host population.
