The fact is that there is no method known to mankind that could possibly increase the intelligence (IQ) of a person. The only way to raise IQ is to prevent populations from committing intelligence-decreasing behaviors like domestic abuse, incest, severe malnourishment. Education doesn't raise intelligence either, it merely provides knowledge and skills, which benefit from and depend on intelligence. It's expected to have educated idiots and uneducated geniuses. The hordes of communists, feminists and other leftards tend to be "educated."
The very process of evolution is based on the fact that parents (and to some degree their ancestors) perpetuate their set of genes. That is what allows all life forms on the planet to adapt to environmental changes. The brain is no exception to that - why should it be? To think that is purely wishful thinking (ideological).
The reason Africans are like they are (no written language, no technology, tribalism, mud huts, etc) is because they evolved in an environment that didn't require much intelligence. As such they were backwards forever, and it cannot be changed. Their entire history reflects that.
Or else you have to assume Africans were victims of humans even multiple millennia ago, which raises the question how they managed to remain constantly the SAME backwards savages forever.
Parenting only matters insofar of genetic inheritance and utilizing existing intelligence to good use. Which also happens to correlate. Stupid people do less with their children and have lower expectations, but they are also less capable anyway. The problem occurs ONLY when there is a significant intelligence gap between children and parents.

The darker the average skin color -> the lower the intelligence. Well, it kind of is. For example the extreme rates of incest in the Middle East and India are the result of low-IQ people creating shitty cultures and shitty religions, which lead to incest, which further decrease intelligence as if it weren't low enough already. It didn't come from nowhere. And if it *could* afflict countries just out of the sudden, at least ONE White country would be affected by such a culture. But alas it's not the case.
We have no trouble in identifying varying dog races to have varying bodies, behaviors and intelligence, right? Same with humans and non-humans.
