Nope. Cops were questioning someone else, and while doing so, his pitbull ran out and antagonized the white neighbor's kid, which apparently happens often enough to be a pattern.
The zogbots then go next door to him, and arrest him on nearly on sight because he's open carrying a firearm, legally, then enter his home without reason and try to interrogate his child with leading questions in order to imply he's an abusive father.

The frame in the thumbnail, with a black family and a pitbull never seems to appear in the video at all.
