For one, he said it himself -- they'll operate without a profit motive and won't be subjected to city taxes or rent. These socialized grocery stores can buy at wholesale prices and sell at wholesale prices, meaning their only real expense will be utilities and paying their employees.
But they can technically operate at a loss and still come out "winning" when they tax all the millionaires and billionaires in the city more. NYC can tax anyone at gunpoint. If NYC sends a letter to MetLife to fork over another $5m for the "food bank" grocery store, WTF can they do? They have to pay.
These Socialized stores are going to be a huge propaganda tool, because they can externalize the expense to far and wide to offset the losses. I'm excited to see it happen, to be honest.

Yeah, that's another thing. They can absolutely ration food and still claim it's a success. "You've exceeded your caloric intake, comrade." They can also force biometrics, like Amazon's palm reader, on anyone that wants to access to their food. And most will, since these stores are going to implode ever other grocery store's margins. But not too soon. They're going to stock these store SO WELL that people will abandon the paid stores; and when they've all gone bankrupt, then the city-owned stores will start making demands.
