Ironically that's what a majority of the Japanese military leadership believed would happen. Some things never change.

Eh I mean it's not like the attack was unexpected. Definitely not saying it was the right call but I don't think it's a good comparison

Pearl Harbor was also not unexpected from the government's perspective, though history was rewritten a little to downplay how the USA caused a reaction such as Pearl Harbor from the Japanese. Just like how Russia's attack on Ukraine wasn't unexpected either.

The American public were firmly non-interventionist, which didn't exactly help Roosevelt's plans to increase the influence and prestige of the United States as a global power. Roosevelt left the door wide open for Japan so they could give us an excuse to enter WWII.
