I know that's within the constitutions of Mexico, Thailand, China and Israhell.

It's not just a local ordinance, it's rooted in their constitutions. These shithole countries know they have nothing but the land itself, and they know better than to let outsiders come in and buy up the land.

Except America™, which quit being a real country to become an Economic Zone™ a long time ago.
