It's not just a local ordinance, it's rooted in their constitutions. These shithole countries know they have nothing but the land itself, and they know better than to let outsiders come in and buy up the land.

Texas has become a joke. I lived there for 3 years. I didn't see the South rising again there any time soon. All of the cities are as degenerate as any other cities. It's a Mexican majority state so they might as well be full communist now.
