That's my thoughts on it, as I said in another post on the main site, it also fits with the various methods to get us involved in wars that weren't ours.

Spanish American War, WWI, WWII, Vietnam. And the attempted ones U.S.S. Liberty, U.S.S. Cole. I'm sure there's others I'm forgetting.
