The Douay Rheims version is slightly different, yet that slight rephrasing can mean a world of difference. DRC1762, Romans 13-1: let every soul be subject to higher powers: for there is no power but from God: and those that are, are ordained of God.

See how it does not include the wording of "the powers that be are ordained of God" instead "and those that are, are ordained of God" now of course the difference is very slight and to a midwit like you it might very hard to tell them apart, so let me break it down into some bite size pieces that your dumbass can understand.

let every soul be subject to higher powers (Every man has a master no matter what, that master is The Lord)

for there is no power but from God (The Lord is the ONLY power, his is the ONLY authority. THERE IS NO AUTHORITY OR POWER OUTSIDE OF THAT WHICH IS POSSESSED BY THE LORD)

and those that are, are ordained of God. (It has already been established that there is no power outside of God. and now without the blanket "the powers that be" we now can see that unless an earthly authority follows the commandments of The Lord, it simply IS NOT a power, a government that is not of The Lord has no power, has no authority, because the only authority that exists is God's authority. rebelling against such a government is righteous and just.)

The Bible does not contradict itself, The Lord does not contradict himself, if you think the opposite, it is YOU who is mistaken. Not the other way around. Turn around from your pride before it becomes the death of you.
