My understanding of the sentiment of the US at the time was that Mexico was not worth taking. It would be a liability, not an asset.
The northern part of mexico is practically uninhabited, even to this day. It's just desert. The only reason why the Southwest is inhabited is because the US can colonize any environment, provided there aren't many natives around.
