I would assume They're hoping they can survive the fall of Civilization by hiding in their bunkers and then emerge to rule the ashes under the guise of "rebuilding", but theyd have to hope that all the survivalists who absolute would not accept their rule would die off while the mindless and helpless consumer class that would accept it without a second thought will survive.
