holy fuck, law enforcement and the judicial system gave them every fucking chance over and over and over again, to stop acting like fucking animals, and they just couldn't stop.
this is why 3-strikes and its variants were the most effective crime reduction policy in history... because the incredible majority of crime is committed by repeat criminals. if you just segregate those animals, crime collapses.
it's the same reason why free bail/bond was been a fucking disaster. over 30% of retail theft in NYC is committed by just a tiny list of people, not even 300. population of nearly 9 million people, MSA population of nearly 24m, and yet if those 200something people were kept in jail, you'd drop retail theft over 30%.
