He's obviously referencing the idea of the Reich (1st Reich was Holy Roman Empire, 2nd Reich was German Empire) but he also says "We are Rome, we are the 3rd Empire" so maybe he's also making a 3rd Rome claim? (1st was Rome and the Roman Empire, 2nd was Constantinople and the Byzantine Empire) Russians have historically considered Moscow and the Russian Empire to be the 3rd Rome ever since the fall of Constantinople. There have of course been other claimants as well.
