Seriously, I think these "schools" want more foreign students in order to grow the reach of their network. It's nice to have a dozen students whose parents are foreign ministers, or high-ranking executives, etc. Again, the Ivy Leagues are social networks of high-dollar influence, disguised as schools for tax-exempt status and public prestige. It's a big country club with a classroom attached.
