I would strongly disagree, because you can directly correlate the collapse of Order and Morality in Europe with the decline in loyalty to the Church and the Vicar of Christ. The advancement of various forms of technology might have obfuscated the cultural decline, but there was a decline nonetheless, to the point that societal degeneration has outpaced technological improvement. Especially since the Church has always taught that Christians should be loyal to their government in all areas it exercises legitimate authority, the issue is that ever since the Reformation, governments have frequently overstepped said authority to trespass on the rights of God.
