We still do it, ironically even in my Novus Ordo parish. Its a form of blessing, which is probably what the German and Mussolini's Roman salute were derived from as well.
I dont think he would care, and if he excommunicated me for following the teachings of the Church instead of modernism, it would be invalid. The Pope's authority is derived from God, so if he does anything that is against God, that thing is invalid and can be ignored. The Pope could try and declare the sky is green when its blue, but since he has no God-given authority to do so, it would not be binding on the faithful.
The first (and arguable, best) Pope literally denied Christ three times while Christ was in the middle of being subjected to a sham trial, and then tried to flee his own execution a few decades later before Christ showed up and told him to die like a man in defense of the faith. Expecting perfection from the Papacy in all things is expecting to be disappointed. The only time he's actually infallible is a set of incredibly limited circumstances, to the point Papal infallibility has been a historically significant occurrence. As for banning non-whites, theres no reason to do such a thing, just because they are inferior forms of men doesn't mean they are beyond Christ's power to save.
It's so far beyond "making mistakes." It's literal intentional destruction of Christianity, Catholicism and the White race. They've been antipopes. Antichrists. The entire Vatican II and everything in it is far beyond heresy. Also, there is every reason to do such a thing, they are not "men." They don't have souls. They don't have the Breath of Life. They are already judged by God forever. They are not creations of God, they are not made in His image.
