That's a new thing in public transport. One or two chairs for the elderly that need them, otherwise everyone stands. If you don't know, some homeless people, obviously with nothing better to do, will ride public transport for hours taking laps of the city. Besides making room for more people, removing the chairs solves that "problem" and also makes it easier to clean the floors. It's also one less thing to vandalize.
