All Latinos do that. I consider it a form of "self-othering" they perform to let you know they're Latino, that they're not like us, and that they're not going to "Americanize" their pronunciations to "fit in" with us. It's definitely intentional, even among anti-immigration, pro-Trump Hispanics.
