Caused. He declared war on Japan in March 1941. He purposely ordered the ships to Pearl Harbor, leaving newer ships on continental shores. He fed the Japanese bad reconnaissance data so they would purposely choose to attack Pearl Harbor. He stood the troops down three days before the attack when he received reports from Australia that the Japanese fleet was steaming toward Hawaii.
