It's democracy and free masonry in the church. It inverts church hierarchy, vesting authority to govern and define doctrine and dogma in a big, interfaith committee comprised of a bunch of fags and yentas. It's a popular heresy in Germany and South America, right now.

Wouldnt it essentially be non-binding on the faithful because it wouldnt have any authority that Christ invested in St. Peter?
