Yeah, low-tier waitresses suck. Don't tip them. Waiting is not about taking an order and delivering food. It's meant to make the customers completely relaxed and have them enjoy their meal without worry.

When you find one who actually knows what they are supposed to do and make coming to the restaurant a joy and a pleasure, you tip them. They keep your glass full, they show up with the food just when you expect it, and they keep out of your way unless you need them.

Example: We were at a family restaurant and a family came in with 6 kids. The youngest was like 2 years old. The mom had to take the 4 year old to the bathroom, and the dad was busy with the 6 and 8 year old. The waitress took some time to entertain the 2 year old until the mom came back. That's worth at least a little tip.
