I think it is a trained response.
There was a science experiment i heard about. Scientists would ring a bell, and then give the dog a treat. They did this for weeks. Then, they would ring the bell, but NOT give the dog a treat. But the dog would still salivate heavily when the dog heard the bell. The dog's trained response was to salivate and be hungry and expect yummy food when the bell rang.
The trigger word "nigger" evokes the trained response (anger) out of a black man. The word nigger is like the bell in the experiment. a black man becoming angry as a response is like the dog salivating as the response. Only there's no treat or whip or chains or jevv owned slave ships for the black man to worry about.

And you are correct. Calling them nigger can trigger a Pavlovian response.
