Yep. It was like that 15 years ago, buddy. I worked for the internal operations website dev team at a HOSPITAL and most of the team was H1B visas, 2 very old SQL guys who were there basically since the database was created, and 2 other White guys about 15 years older than me who were the stereotypical neckbeards. The H1Bs could barely speak English (except the skinny yet not scrawny female just a few years older than me) and one didn't even know the difference between C and C# even though you can guess which framework in which our system was being developed. Fucking ancient ASP pages getting new backend. No wonder as the QA I kept having to fail tests. "But it worked when I tested it!" What did you do to test it. "I put in these values and it gives the correct result!" You put those values in every time you tested it. It only gives the correct result when you put in exactly those values. It does not work for anything else. If if one value is changed it gives incorrect results. This is for a patient-doctor chart system. You are going to get someone killed. "YOU'RE JUST RACIST!!!"
