Looks to be a sort of spray glue, but I'd think wheat paste would work just as well or better.

Thinner newsprint type stuff works better with wheat and is a bloody nightmare and a half to remove.

Yep. I think the commies around here use it and you gotta scrape it out in fine lines, complete pain in the ass if you don't come prepared with a flat metal edge.

some of that is scoring the print after to make it harder to deal with.
