1912, a White, Christian ethnostate in the sky which seceded from a more "progressive america that was moving on without them". The city is also sometimes referred to as a NEW EDEN, but its proper name is COLUMBIA. The whole game seems to both seek to call out America as an evil nation built by white people on a mountain of corpses, only for themselves, but also as a multicultural paradise that only evil white people were turning into shit
The leader and founder is a "Crazy Bible Thumper" named Zachary Comstock who thinks everyone else outside his ethnostate must be destroyed with fire and brimstone (sort of like another ethnostate's view, huh). The protagonist is named Booker DEWITTE (quite literally, the white). A lot of the game focuses on his guilt as a former pinkerton agent suppressing protests and for his participation in the "wounded knee" "massacre", which led him to a life of drinking and gambling, eventually ending up even selling his young daughter...to himself. In another dimension. To pay a gambling debt.
In the white ethnostate in the sky, despite being advanced enough to maintain its flying properties, it brings non-white slaves, for some reason, who then start some sort of communist revolution, which, at least in one alternate dimension, Dewitte leads! Of course the typical leader is a stronk black womam though, who wants to bring Comstock down. Also the game comically shows "irish only bathrooms" as if irish were ever that discriminated against
There's a bunch of dimension fuckery going on, but essentially, DeWitte and Comstock are the same person. One version went to Columbia to repent, become born again, and lead it, and the other just kept drinking and gambling, eventually selling the girl to himself because "Comstock" is sterile. And on and on. This happens in every dimension, so the only conclusion both Dewitte and his daughter, that he saves from "Comstock" come to is that he must die in all dimensions, drowned at a baptism before he can actually be baptized and turn into Comstock by all versions of the girl, because DEWITTE (THE WHITE) can never atone for his sins, no matter what he chooses to do.
