It's kind of weirdly defined here. They're saying what's the rate of women aged 20-39 who have a child under 5 years old. So, she could be 39 with 5 kids over the age of 5, and she would be considered infertile. They're trying to target who is actively having kids in mixed communities, not who had tons of kids and is now willing to live in a mixed community.
