How did he do the math?

if 95.5 blacks out of every 100,000 commit murder, that's 0.0955%

Looks like it's that bottom number - 4,508/100,000 = 4.508%

But idk where any of those numbers are taken from because the row names are cut off.

Yea usually I go pretty hard on shitty graphs/charts/tables like this, but last time I did it turned out to be some mod's post that they were apparently very proud of, and they got very butthurt.
