Nah, this doesn't take the right of return into account, so would only effect the non-semetics with dual loyalty. See, coin clippers can claim israeli citizenship at whim, but can also hide behind the technicality that they haven't claimed it *yet*. It's a very pilpul state of being, where they effectively have dual citizenship while technically not having it.

Seems like a fairly easy loophole to close. Just take right of return into account.

So for average congressman you'd have:

Albert Metzger (dual citizen to Germany)

Moses Schmitzbaumberg (right of return to Israel, claimed/unclaimed)
