Well, if we're going back to the refinery process for oil, you have to go back to the manufacturing process for solar panels.

I doubt any normal joe could manufacture his own solar panel from scratch.

Just use hydro. All you need is stream, a motor, and a few mechanical components. It's nearly as simple as a water wheel.
