Yeah, but really all you *need* is a motor controller (which is, like, a dozen components or less and you can solder it together yourself) and maybe a circuit to handle the battery charging.
You don't need a single IC chip for a fully functional EV, where as a fuel injected ICE needs a whole programmed control module.
In a fully mechanical vehicle, it's much easier to diagnose and rig up a solution.
