Oh the story is actually far more nuanced.
It was a complex operation called 'mani pulite' you refer i guess.
The thing is, Craxi was doing what everybody else was doing to gain edge in that department, but since he was going against internationalist will, they made up a huge legal case about it the tie him to corruption.
So it's quite inverted. Literally all parties were doing, before and even then, the same thing, but he got called out for it as a way to contain his damage.
He was the only one caring some for Italy after Moro.
