Yeah, one of the main things Mein Kampf points out is how the "Parliamentarians" always manage to obfuscate responsibility for bad decisions by either laying it at the feet of a faceless bureaucracy or pointing the blame at the citizenry because they "voted" for it.

We used to have "bureaucratic responsibility" back in the days, then it was (((conveniently removed))). Basically, each contract would need to be signed and when it later turned out to be corruption involved, the individual who signed it were personally held liable. As you can guess, there was practically no corruption at all back then.
