This is the same address where Trump boasted his plan to sell American citizenship for 5 million dollars each. How many of those future "citizens" do you think will be White or Christian? How does this help unify America?
If you're talking about the RAISE Act, it already failed to pass congress. It doesn't seem there have been any recent attempts at a merit-based immigration system since.

I would like to be wrong, but this is not looking good!
Any mega-millionaire can get US citizenship if they want, so I'm not too fussed about the Gold Card proposal **IF** it's an improvement on the terrible EB5 program which it replaces.
The reformed Gold Card process apparently has all kinds of conditions including preventing money from leaving the US, scholarships for US youth to be employed bu the wealthy Gold Card entrepreneurs and other conditions too.
The Gold Card program will be vetted. It's not like purchasing a pack of gum. I'll need to know what the vetting conditions are too.
I'll need to read more about the program because I can decide if it's generally good or bad.
TL;DR: Perhaps replacing the Green Card lottery with something that excludes shitskin economic immigration for rich entrepreneurs who want to establish industry in the US is a huge step forward.
