It didn't go too deep into this topic other than to say that an organized military would win hands down, every time. I thought the series was fantastic at the time, but again, it was years ago.
When it did delve into this topic it spoke about the various supernatural abilities the cape guys possess, and how there's just one or 2 of them, maybe a handful at most on some sort of heist or team. If they happen to be bulletproof or somesuch, our military has other means, gas, radiation, nukes, you name it. They'll win and they'll adapt. No form of life as we know it is impervious.
