Shmuel is arguing that arbitrary rules are able to be changed without any good reason. *reducto ad absurdum*
A wise rabbi would have taken this opportunity to lay out the specific factors that cause a boy to be *so young that it's naughty*. That way, you can punish people who sleep with older boys, if the boys happen to be mentally handicapped or delayed puberty, for example.
This would also open the avenue towards considering adults as well. Would any adult male engaging in homosexual activity be considered mentally deficient enough to be "handicapped to a child's capacity"?
There was a clear path toward outlawing all degeneracy, and the rabbi decided to go a different route.
And don't forget: every male in question in this example has had their penis in the mouth of the rabbi arbitrating.
