It's kind of both. Bioleninism as a strategy is about hiring retards/leftists/degenerates because they merit starving in a ditch. When you pull people out of a ditch and put them in a high salary, high prestige position, they know the party is the only thing holding them in that position. As such, they are highly loyal to the party. The "disadvantaged" are transformed into loyal party members basically automatically. If they weren't believers before, they will quickly rationalize their way into party dogmas.
