Contrary to popular belief, the devil is not the ruler of hell.
He is not even currently in hell!
He is only thrown to hell at the end of the bible. The end of the bible is the book of revelation, which, unlike the rest of the bible, takes place in the future.
Even when he is in hell, it never says he is the ruler, no creature sent to hell is mentioned again afterwards, which implies that hell is fiery oblivion that destroys all who enter it, rather than a place of eternal torture.
