It's the result in one district, like a county or municipality. These are the entities in charge of most stuff related to immigration, such as how they are housed, what free gibs they can get and if they want, they could round up all illegals in their district and bus them to Berlin or why not the home of whichever politician claims they support more illegals.

Görlitz is a city in Saxony, right at the border to Poland. It's the easternmost town in all of Germany.
