My 10yo daughter does this and I gently reminder her that she either needs to get to the point or save it for later.

I firmly believe this can be nipped in the bud by proper parenting. I suspect this chick was raised by a single Mom who "mmm-hmm"ed her so she thought she was being heard while Mom was on Facebook.
