Never heard of it outside English speaking countries. But I've seen the rents, property taxes and high utility costs I believe is part of the reason.

Mid sized towns in Norway and Sweden you can get 60-80sqm, 2-3 bedroom apartments from as little as $400/mo with most utilities included. These include a garage, a 12sqm cage in the basement for storage and access to a well equipped shared laundry room.
