We have. We've seen them for centuries, at least.
Can you think of a system that makes and implements decisions that no individual human can stop? If the human isn't in charge, and the system has it's own will, is that not the definition of "artificial" intelligence?
Any government, church, corporation, or organization that doesn't have a human calling the final shots is technically an AI. As for the results; see for yourself.
